Ya, but it's poop. The lowest order of iphone is $49.00 at their site.
I think the $18 deal is for some other phone I don't want. To upgrade my 32gb 3gs to ANOTHER 32gb 3gs, it's $199.00. I can't even get a taste of the 4.0 yet.

The $18 would have been in addition to the price of the phone. It is a fee to "upgrade" the phone.

Is that what you were asking? Basically they are waiving the $18 fee to upgrade the phone.

What it means is this: The $18 is a straight upgrade fee (not related the actual phone model). The iPhone 4 models won't be reflected in the upgrade pricing until pre-orders begin (next week, I believe). So, expect to pay $199/$299 depending on model, and $18 for the upgrade fee.

Upgrade eligibility is what it says it is ... just have to wait for the actual model availability in the system before you can select it.

It's true. Generally, if AT&T is waiving the $18 upgrade fee, you are out of contract now. And yes, if you can upgrade to a 3Gs, you can upgrade to a 4.
