While I believe the wrapper can affect the taste of a cigar dramatically, I only believe it does this in certain cases.

The 1495 Connoisseur series was a great idea. I have smoked through a couple of them now. There is a huge difference in some of the blends, mainly the brazil vs the conn. But that again is very specific. I mean you are taking a filler blend and changing to a whole new wrapper of different origin, composition, etc. Ratio of filler to RG (a robusto vs a corona) the change can be noticeable, but then again that's a pretty major change.

Where as in a box of the same cigars, the difference in color or slight variation of a wrapper tends to be negligible.
