Here is what I got from the Raycom site:

We're sorry, but this service is only available to users in the states of ME, VT, NH, MA, RI, MD-DC, VA, NC, SC, GA and FL. By contract, this service is geo-targeted to this territory by a user's IP address (your computer's signature on the Internet). Occassionally, one's IP address can be assigned to a state outside of your location. Please contact your Internet provider if you are in this ACC Territory but are not being allowed access to the stream.
