I saw this same idea in a Bestcigarprices catalog (i think it was them) a few months after Schip came in effect and way before CI came up with this one. I think they were called Schipbusters. Its supposed to save us all on the taxes. They are taxed as one cigar but can be smoked as two, if needed.
