It's not against the rules to re-use cello.

Of course if you ship a cigar that normally doesn't have cello with it, then it might be wise to include a note stating that you put the cello on it and why.

I might just do that. So anyone know where I can find some cello?

Not sure where to buy it new, maybe someone at a B&M might know or even have some they can give/sell you.

For the times I need it, I just re-use it from cigars I've smoked, it can be a bit wrinkled or a little loose, but it still protects well enough.
