at the citadel I believe it was, elder lions there can teach you.

its near rivet city where you need to go anyway, you will end up there anyway, but it will take longer if you follow the story

How's the game play in Fallout 3?

I'm using a walkthrough to finally get me through Fallout Tactics. Can't wait to start getting some energy weapons, and proper suits of amour.

I stuck with small arms and can take down a super mutant with one head shot while sneaking with the hunting rifle(lots of ammo available). I just put all my points in sneak, repair lockpick and small arms...sometimes a bit in science and medicine. I wear Talon mercenary armor.

I went more science and lockpick and medical based on FO 1 &2.... Time to boost small arms.
