I will stop there but there are many great Rock (used loosely to include Neil) vocalists, if you mean vocalists period there is a ton of em.

Guys like Bing Crosby, Nat King Cole to go way back
Otis Redding, Bill Medley not as far back, etc etc

Just because I'm not familiar with some of the named vocalists doesn't mean they aren't great vocalists
