I think any law requiring just cause to exercise a right enshrined in Constitution overtly oppressive.
Do you need to prove a need to exercise any other Constitutionally protected right? The D.C. "may issue" law requiring just cause was ruled unconstitutional. https://www.firearmspolicy.org/legal...l-court-today/
