I would recommend bringing sticks with you as I am not sure where you can get authentic NC cigars in Jamaica...
(The only caveat is that you need to smoke everything -- bring back nothing -- if CBP finds any sticks on you the onus is on you to prove that they are not CC's, and even with banded NC's it is difficult to prove what they are or are not). Just my
