How short does the filler have to be on a 4 1/2" stick to be called a short filler stick. I mean are they using pieces shorter than 4 1/2 inches long?

To make a long filler cigar 4-1/2" in length you need filler tobacco that is about 6"-1/2" in length because part of it gets trimmed off in process.

Additionally, you can only get so many cuts out of a leaf, so you can get some odd sized leftovers. Sometimes wide shapes that aren't long, other times very long, but very narrow, or just weird shaped that would be hard to work with. There's not much you can do with them other than to chop them up for short filler.
