To be honest, I find it kind of rude if someone 'asks' for a cigar, like in OP's case, and I wouldn't have a problem saying no, especially if all I had were $10 sticks that I haven't even smoked myself.

However, as mentioned above, it's a good way to make friends and results in a better conscience, so I would likely offer if I was smoking around someone to begin with.
