Shipping Butane Bottles?

Seems like you would not be able to ship butane bottles -- the customs forms required to ship to military bases prohibit anything explosive. The cutters should be no problem...

Shipping butane by air is definitely a no-no. Even in the US, vendors ship only by ground.
