I have pectin, but it is more of the foot chipping that I'm worried about. Some of these smokes might go out in MAWs and such and I'd rather take care of them as best I can.

It's not against the rules to re-use cello.

Of course if you ship a cigar that normally doesn't have cello with it, then it might be wise to include a note stating that you put the cello on it and why.
