Both Palio and Xikar make good cutters and you cannot go wrong with either one. Both use excellent steel for their blades. My only issue is that the holes on the Palio (and Xikar X8) are small for my fat fingers, so I prefer the Xikar Xi cutters:

I've happily used Palio and Xikar for many years but I think the cuban crafter perfect cutter best fits your criteria and can be had for about $15. I've been using the CC cutters more than my palio and Xikars since I got em

Have both Palio and Xikar and tend to prefer the Palio; find visitors tend to have a problem using the Xikar, mostly because not use to it. Had the Palio couple years when the blade separated from the housing and it was replaced with no questions asked. The 1 cutter I have not come across; used yet, is the wedge type.
