That price is silly. On top of that he wants 40 bucks to ship it.
Also noticed on Ebay he's from Greeley, CO. Might be just a coincidence, but guess who else is there?

You can't. Their are rules where you can sell "exceptionally collectible" tobbacciana. So although the cigars may be smokable, the intent would never be to smoke them, but only "collect" them, or "preserve" them.
It's total bs, really. I'd buy cigars from ebay when a flock of canada geese flies outta pnoon's butt. It just ain't gonna happen.

Sure thing! Just send your half of the split money via money order or cash and I'll make it happen. Due to the competitive nature of these rare cigars, the bidding is likely to be intense. Therefore, you should probably send me 50% more than half of the split, so that I don't get outbid by another collector.
