I vote cooler and some beads as well. Since you are on a budget, a lot of the less expensive cabinets are kind of a pain, some aren't built very well and maintaining a solid RH can be difficult. Active humidification can be a PITA as well. You can get upper end cabinets with built in temp and RH control, but they are quite expensive, smaller units run $1,500+, with bigger cabinets costing several thousand dollars.

I had a cabinet humidor before, and it wasn't worth the hassle, IMO. Cooler and beads is much easier, and much cheaper. Granted it's not pretty, or something you'd display, but it does the job quite well.
