Been there a few times last couple years, staying on North Harbor. (I stay at Bayside Holiday Inn, though, because they have smoking rooms and balconies.)

Found nothing I liked in gaslamp.
Closest: Old Town - Churchills - seating outside - nice selection
Up in Clairmont Mesa there are two decent options: Liberty (best in SD, IMHO) and Excalibur

I did like that cigars were OK in the casinos.
