Damage or Beetle?

Looks like damage, but you can do the tap test to be sure. Hold the cigar over a white piece of paper with the hole side down and tap. If nothing falls out, then your good. If small dark pellets fall out then it's most likely beetle dung/residue.

Another thing to consider is that many times wrapper damage will not penetrate the binder leaf but a beetle will.
