Maybe use the rain barrel for when you are home and city water while you are away. If you are worried about the chlorine, don't sweat it so much. It has actually been shown to improve some aspects when used.

That's why I was thinking of a small sump pump. If the water level got too low, it wouldn't turn on.
I believe it's a 55 gal size. Luckily I've yet to run out of water during a season.

I made up a hose adapter and hooked it up to the spigot on the side of our house that was the only thing on our well (we had city water, as well, because the well was slow). The way I did it would work with your rain barrel, as well. The system didn't need any pressure at all. You'd just have to put some thought into the size of the holes in the caps along the way.
