Sorry, but that is completely incorrect, and unfortunately a rather common misconception.

Sushi is a type of rice preparation involving vinegar, this rice is then topped with other ingredients. Absence of the sushi rice will classify these other ingredients as other dishes. For example, the same raw fish, slightly different cut direction, but not over a pressed ball of sushi rice is sashimi.
