 IMO there isn't much difference when you first walk outside.  I walked outside to start my car this morning and was like, "this isn't that bad."  Then in about 3 minutes I started shivering and two minutes later my face was hurting.  The difference is at 0 degrees it takes about 30 minutes for the aforementioned symptoms to sink in but at -15 it takes about 5 minutes.  At 0 I'd consider playing pond hockey
