Default Block websites on a cell ?

Is it even possible to block websites on a cell, like you can on a computer ?

I know it can be done on an access point level if the phone connects via 802.11. (aka hardware firewall)

No wi-fi on the cell, just the phones browser and sim card.

I have several sites blocked on our home network, but have no control over the cell phones, aside from turning off internet access all together.

I have AT&T and we called them and they will block certain numbers,,,like the 809 area codes that are charging people $2,000K per minute when you make the call to that area code. There is currently a scam going on where somebody from the 809 area code calls your cell or home number and leaves a message that a member of your family is hurt or something similar so that you will call the 809 number back.
