Got it! If this is something you dream of doing I would not let this stop me, sounds like you need to go up a level or two to get the answer you want.

Many times people are afraid to make decisions that carry this kind of potentially public responsability.

Definitely go the next level up. The local park employees may not have the authority to grant you access but the regional office or even the national headquarters could.
