My understanding is that recent environmental regs forced new drilling off of the continental shelf (a more practical and experienced depth), which is why they were drilling at such an extreme depth. And drilling for oil is what they do, for better or worse.
Can't speak of anything that happened in the '70s, because I don't know about it. Quote:
