I think the $18 deal is for some other phone I don't want. To upgrade my 32gb 3gs to ANOTHER 32gb 3gs, it's $199.00. I can't even get a taste of the 4.0 yet.

What it means is this: The $18 is a straight upgrade fee (not related the actual phone model). The iPhone 4 models won't be reflected in the upgrade pricing until pre-orders begin (next week, I believe). So, expect to pay $199/$299 depending on model, and $18 for the upgrade fee.
Upgrade eligibility is what it says it is ... just have to wait for the actual model availability in the system before you can select it.
