I cruised the Carnival Liberty in December of last year. It had the same cigar menu. At most I saw was 6 other men smoking cigars in the bar at the same time. Mostly it was crew lighting a cigarette. It wasn't too bad of a bar. They did have lots of cigar ashtrays but no lighters.
