For me, a Cigar Aficionado means anyone that smokes cigars because the enjoy them.
Doesn't matter if $1 or $100.
Just someone that loves cigars.

If one looks at the definition of "aficionado":
An enthusiastic admirer or follower; a fan.

Doesn't say anything about having to smoke high end cigars or be an expert on cigars.

I think all of us on this board qualify as aficionados.
