The best free audio editing tool is Audacity, and it works wonders for ringtones. All you do is highlight a section of the mp3, copy it out, make a new file and paste it in. Then delete small portions from either end of your selection until you have the exact clip you want. Then, export it as an mp3 using any of a ton of free mp3 codecs (Audacity will suggest one which you probably already have on your computer, just do a file search for it on your hard drive).
That's the easy part of making the mp3 file. I don't know much about how you use an mp3 as a ringtone on iPhones though (I'm very happy with Verizon, and they make it easy). If you know how to do that, I can help you with the first part I described.
