The decision of whether or not to start the game is in the hands of the home team ownership (John Henry, Hank Werner). Once the game is started, continuance of the game or stoppage is up to the umpires. In this case, I feel that Red Sox ownership screwed up and the game should never have been started. Hope that this information helps. The ownership group could have and should have called the game at about 3 pm Boston time but greed wins every time.
