It's not a dumb question. It is visible anywhere in the northern hemisphere. I'm not sure of the time because of the different time zones but if you can find Saturn you should be able to see it. BC-Axeman was kind enough to post a picture of some of the constellations. Saturn is at the constellation Leo's hind leg. If it helps, Planets are usually the brightest stars in the sky.
