Some years back the Bruegger's Bagel chain spent many thousands renovating a large vacant retail space in my town. Shortly before they had their grand opening, the ironically-named local Downtown Development Commission advised them they were welcome to do business here, but they could not sell bagels.

Just because people have authority does not mean they possess the wisdom to wield it.
