That's what I was thinking. Now that NetFlix streaming of hi-def movies is becoming very popular, AT&T is finding a way to get more money out of those customers.
BTW, a single layer blue-ray disc can hold 25 GB of data. That means you could be limited on your viewing, simply by your ISP.
