I know some of the shops I used to go to tried to enforce this rule on the rare cigars like Anejos and sometime Opus so that there would be enough for a good number of patrons to score a couple. Even with this rule Anejos usually sold out in a day or two. Opus usually sat longer and more often than not the rule was not enforced as strictly for these. In some ways it's BS and on the other hand I can relate. One good thing about it is it helps keep you from blowing your cigar budget in one purchase sometimes.
