Basically they two are mutually exclusive. The number per day includes those who inhale plus those who do not. The Inhale group includes those who smoke any amount per day.
This means that you cannot compare the two as the data from one is not scrubbed from the other...
With that said, the discrepancy would let me to believe that those who do not inhale typicall smoked more than 1-2 per day which could account for the increased risk..
