Really there are two options as I see it... 1. puff while lighting 2. don't puff while lighting. What is your rationale for either side.
Actually, there is a third option, and really (by my personal opinion) the best option. Heat the foot (torch or soft flame), but just to make sure it is lit for an even burn, just a puff or two.
