Shipping to Canada??

Ok I am sending something to Canada and the recipient suggested this:

"It is best to .... ummm... lie on the customs declaration, otherwise good old Canada Custom's will bend me over and have their evil way with...
my wallet"

What does this mean, and what should I write on the Customs Declaration?
