from what ive seen they were big in about the time of the 30s and 40s as all the advertisements for Roi-Tan are from that period (which makes perfect sense for "The Pacific"). I dont know when they died off or when they started

My Dad smoked Roi-Tans up until the early 70's or so.

Ive had one actually.. dont know the vintage, but i believe it was 40's.. it was pretty damn good!
