They absolutely did do some limited work with other tobaccos at one point, but not anymore; this appears to be the point that seems to get lost in translation. Another thing he explained was that Padron, unlike most, if not all, other cigar factories, isn't zona franca, so for them to import anything, especially tobacco, is heavily taxed so it's not even really practical for them to make cigars with imported tobacco.

This rumor just never dies... At one point in the history of Padron Cigars, they did briefly experiment with other fillers and wrappers, one happened to be Mexican, but that was well over a decade ago. Since Orlando didn't really care for the flavor, those cigars weren't made again.
