I don't think it'll cost him his HOF, he was found innocent by a jury and was not penalized by MLB. He is innocent of all charges despite what everyone thinks (including me) did.
The sporting leagues have tests and if you pass them you play, simple as that. Since pro sports are just entertainment and business, the sporting leagues have to be careful with testing or there won't be any league. Like how NBA doesn't push testing for pot or NFL only does when a player is screwing up...
